NCHC is recruiting for a GS PMO/Portfolio, Director of their Finance Operations, and a transformation organization. The Finance Operations, A&D;, and Transformation Team are responsible for enterprise transformation & governance, portfolio management, PMO coordination, A&D; activities, and solutions, and deployment & implementation of cross-functional initiatives that accelerate value realization and enable the delivery of enterprise objectives. This role will report to the Finance organization's Vice President, Finance Operations, Acquisition & Divestiture and Transformation. The GS PMO/Portfolio Leader supports Finance and GS functions to drive the development, implementation, and execution of sustainable and cohesive Governance, Portfolio Management, Project/Program Management, and Transition Management strategies to achieve goals defined by the overall strategic plan. The PMO/Portfolio leader will be accountable for portfolio and project management delivery and governance, tools, and processes including prioritization, resourcing, tracking, and execution. **Responsibilities**: - Responsible for creating and managing functional Portfolio processes including demand intake, gating, and governance to ensure clear prioritization, accountability, and execution of strategic priorities across the portfolio Providing transparency for all functional leaders - Establish and manage a selection of portfolio and project management tools. Drive adoption and manage technology roadmap for the toolset - Drive integration across cross-functional teams and enterprise functions to ensure integrated approaches to PMO, portfolio, resourcing, and planning - Support TMO office in building capabilities and tools required - Build and manage playbook and processes in the area of portfolio, PMO, and TMO - Develop a roadmap for the overall portfolio, PMO, and PM capabilities - Develop project management staffing model and execution standards including a flex resourcing strategy to ensure a “fit for purpose” approach - Provide project management methodologies and support to key projects in the GS Governance portfolio through FPx Training & Project Execution. Establish and manage Program/ Project Reporting through optimized, value-added quality metrics - Work closely with the Business Unit Finance team to conduct annual budget planning (BP) ensuring the portfolio pipeline is complete and transparent - This role may also directly lead and manage major transformation projects - Provide leadership, direction, coaching, feedback, and, where appropriate, discipline to and through subordinate team members. **Qualifications** Position Requirement**: - A minimum of a bachelor's degree in Business Administration, Economics, Finance, Human Resources, Engineering, IT, Supply Chain, or related degree - A minimum of 10 years of related business experience in progressive leadership roles including programs, operations leadership - Experience leading portfolio and project prioritization processes - Experience managing external vendors - Strong financial acumen and experience managing project budgets, resourcing - Demonstrated track record of building and/or managing a project and portfolio team and process in a matrixed environment - Demonstrated ability to work across functional and geographic boundaries - Prior people management experience including a proven track record of developing high-performing teams in a matrixed environment and leading change through ambiguity and complexity - Ability to work effectively in a fast-paced environment, handle multiple projects, and daily planned and unplanned activities, while managing complexity and ambiguity - Demonstrated
