Experience : 3-5 years Panagora Group provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA). MEL will conduct a mid-term performance evaluation of the Generating Equity Activity. This evaluation aims to assess if the gender equity hypothesis of Generating Equity is likely to be effective and sustainable. In accomplishing this purpose, the Evaluation Team will examine how the support provided by the Activity is contributing to decreasing gender barriers in civil society, the private sector, and public institutions and the design, implementation, and scale-up of gender equity policies and strategies. **Responsibilities**: - Support the Team Leader with the evaluation design, including the construction of indicators, data collection methods for quantitative information, and an analysis plan. - Support sampling strategy and design of the instruments for the primary data collection. - Participate in the data collection from secondary sources as GoC administrative records. - Ensure the quality of quantitative data collection for the evaluation. - Perform the quantitative analysis for the early report, findings, conclusions, and recommendations presentations and the final evaluation report. For the latter, a quantitative evidence annex is requested. - Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner.
