Job Description: * DUTIES AND **RESPONSIBILITIES** - Assists in the coordination of commercial spare acquisitioning and Foreign Military Sale cases with United States Army Security Assistance Command (USASAC) to support the Colombian Army Aviation Division (DAVAA). - Serves as a liaison between the DAVAA quality control advisors and INL staff. - Track planning and participate in the coordination and execution of all workload and activities associated with the INL integrated eradication support, including aerial and manual eradication, with the Colombian Army (COLAR). - Develop job related weekly, monthly, and yearly work plans for the section and provide support to their efficient completion. - Assistant military liaison advisor on verifying DAVAA requirements and hours provided to integrated eradication. - Consolidate project activities and provide input to the annual INL Acquisition Plan. - Perform at least monthly quality assurance evaluation site visits to ensure COLAR personnel are performing work in accordance with pre-established standards and agreements. - Analyzes budget and planning program strategies that may affect projects and advise the program manager on a required course of action, proposing resources allocation in order to support INL- Bogota interests. - Works with Colombian Army’s directorate for counternarcotics (DOCNA) on eradication - related procurements, requirements, statistics, and verification. - Conducts periodic inventory audits of INL eradication-related donations to the Colombian army. - Submits weekly written reports to the Military Liaison advisor and Program Manager and provide comprehensive quarterly reports regarding COLAR performance. - Issues technical opinions on the feasibility of the projects submitted for the funding with program resources - Analyzes political and administrative issues that may affect projects and advise the program manager on a required course of action - Tracks processes within Colombian counterpart entities that may impact program goals or timeline and recommends appropriate measures - Assists in the design and implementation of specific tools for managing, monitoring and evaluating of projects - Assists in drafting the documents needed to formally close project and document lessons learned - Prepares project status reports to provide information on milestones, financials, budget, risks, etc. - Performs other analysis duties as assigned **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** Four-year University Degree or equivalent from a Colombian Military Academy in military or police sciences, engineering, statistics, business or a related field. **PREFERRED **QUALIFICATIONS** - Program management experience. - Specialized training in supervision, aviation contracting, program management, and/or related fields. - U.S. Army Air Mission Commander qualified. - Rated as a pilot and/or maintenance officer and/or logistician officer for the UH60, Bell UH212, Bell UH1H with extensive operational experience in the support of aerial eradication, manual eradication, or interdiction operations. **LANGUAGE **LEVEL** - Spanish: Level 4=good working knowledge required in Speaking/Reading/Writing/Listening - English: Level 3=good working knowledge required in Speaking/Reading/Writing/Listening **EXPERIENCE** - Former or retired Colombian Military Officer (Major through Colonel) Minimum seven years (7) of Colombian army aviation experience, including having provided program management and/or oversight of large aviation operations. - Preferred Plan Colombia Helicopter Program experience with U.S. Embassy's Narcotics Affairs Aviation Unit (NAU) and/or the U.S. Mil-Group Technical Assistance and Fielding Team (TAFT) is strongly desired. - Minimum seven (7) years’ experience working in or with GOC institutions - Demonstrated ability to engage with all levels of government in Colombia, especially in areas with high levels of illicit crop cultivation. - Prior experience in joint field operations - A minimum of five years (5) supervisory experience. - Demonstrated experience in aviation organizational management and maintenance programs. - Demonstrated experience in contracting management and/or related fields. - Demonstrated experience with Foreign Military Sales. **KNOWLEDGE** OF* - Standard knowledge in the planning, organizing, and coordinating the use of aviation assets in support of complex flight operations, preferably for an international counternarcotics program.
