Job Description: * DUTIES AND **RESPONSIBILITIES** - Reside at FOLs providing CNP quality control/maintenance technical advice for aerial eradication aircraft. - Provide technical advice regarding Colombian National Police (CNP) aviation maintenance operations for the INL-Bogota Aviation (ARAVI) section’s aerial eradication program. - This oversight includes, but is not limited to, reviewing CNP maintenance procedures, and monitoring CNP maintenance test pilot activities. - Will train, observe, and assess the PNC mechanics and will certify on the job training (OJT) job books. - Will perform maintenance tasks on CNP aircraft as required. - Submits periodic written audits of the CNP Aerial Eradication aviation maintenance related activities. - Assists Maintenance Eradication Coordinator to develop, coordinate, organize, and implement comprehensive aircraft maintenance systems and procedures in support of CNP aerial eradication operations. - Collect, review, and disseminate data on aircraft maintenance policies/procedures/techniques, and employment in support of the aerial eradication aircraft. - Coordinate maintenance levels one, two and three, as required. - Maintain updated Daily Aircraft status report - Coordinate work orders required to perform scheduled and unscheduled maintenance. - Ensure all maintenance logs and documentation are maintained IAW DA PAM 738-751. - Ensure all technicians assigned comply with all established maintenance programs such as: Foreign Object Damage (FOD) Program, Tool Control, Corrosion Control Program, and all other programs applicable to aviation maintenance. - Work in coordination with INL ARAVI Maintenance and Quality Control Advisors to ensure aircraft are maintained in an airworthy condition. - Oversight of AT-802 configuration and propose modifications as required. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** - Technical Degree in Aviation Maintenance from an accredited civilian, police or military institution; or, a minimum of 10 years of combined experience as an aircraft mechanic, maintenance supervisor and quality control technical inspector. **LANGUAGE **LEVEL** - Spanish: level 4 required in Speaking/Reading/Writing/Listening - English: Level 2 Basic Knowledge required in Speaking/Reading/Writing/Listening **EXPERIENCE** - Minimum 10 years’ experience working in military, police, or civil related aviation operations is required. - Minimum 5 years’ experience working as a fixed-wing Quality Control technical inspector is required. - Minimum 5 years’ experience working in anti-narcotics programs is preferred. **KNOWLEDGE** OF* - Knowledge of Colombian Aeronautica Civil, U.S. Federal Aviation Administration or military maintenance regulations is required. - Basic knowledge of fixed wing aircraft maintenance and flight test procedures, including capabilities, limitations and record keeping requirements for aircraft maintenance. - Broad knowledge of, and experience in, the formulation of plans and policies pertaining to aircraft maintenance management in regards to unit level flight activities. - Knowledge on DA PAM 738-751 processes. - Possess a current Inspector course certification from an accredited institution, or Aeronautica Civil Inspector Técnico Autorizado (AIT) license, or show a Certification of Authorization to perform aviation inspection from a previous employer. - Must have a current Aeronautica Civil Tecnico de Linea de Aviones (TLA), or Técnico (mecánico) de Mantenimiento de Aeronaves (TMA) license, with airplane and powerplant designation, or equivalent. **SKILLS **IN** - Knowledge of and skill in operation of computer based word processing systems. - Experience as an aircraft maintenance manager in a military or civil organization involved in the employment of aircraft in a high threat environment, and the deployment of aircraft to Forward Operating Locations (FOL) is highly desired. **ABILITY **TO** - Understand and follow oral and written instructions in the Spanish or English language. - Interpersonal communications abilities. - Work cooperatively with other US Government and Colombian employees. - Productively work with little or no supervision. - Work safely without presenting a direct threat to self or others. **PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT** - The work is both physical and sedentary in nature and involves activity at field locations. May require some physical exertion and dexterity. Incumbent must be able to independently perform field work in remote areas for extended periods of time. - The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections and/or program evaluations.
