Experience : 5-7 years Panagora Group provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA). The MEL Activity will conduct a mid-term performance evaluation of the Responsive Governance (RG) Activity. This mid-term performance evaluation aims to assess the achievements of the RG interventions, deliverables, and outcomes according to the work plans (year one and two) and theory of change and to what extent they are relevant based on the current national and local contexts **Responsibilities**: - Support the Team Leader with the evaluation design, including the construction of indicators, data collection methods for quantitative information, and an analysis plan. - Support sampling strategy development and design of the instruments for the primary data collection. - Participate in the secondary source data collection such as the Government of Colombia administrative records. - Ensure the quality of quantitative data collection for the evaluation. - Perform the quantitative analysis for the early report, the findings, conclusions, recommendations, presentations, and the final evaluation report. For the latter, a quantitative evidence annex is requested. - Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner.
