Job Description: * DUTIES AND **RESPONSIBILITIES** - Assists with development, coordination, and implementation of a unified and standardized strategy to transition canine programs and support, for both police and military purposes, to the Colombian Government. - Assist the Colombian government to strengthen the effectiveness of canines used to interdict drugs and detect explosives in ports, airports, and eradication operations. - Advice on standardization and unification of INL Bogota’s canine support programs to facilitate program transition to the Colombian government. - Assist in develop and implementation a sustainable, police - and military-run program to train, certify, and maintain international standards for all aspects of the canine handling program (including but not limited to breeding, training dogs, training handlers, maintenance of canine facilities). - Maintain an active inventory of all canine assistance and products provided to the Colombian police and military. - Assist with drafting statements of work for the purchase of materials and construction projects that support the canine program. - Monitor the Colombian police and military canine programs to ensure that U.S.government supported activities follow appropriate plans and use resources effectively. - Meet regularly with Colombian military and police leadership and working level officials to maintain a high level of communication between Colombian government elements involved in canine programs and INL. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** - Minimum of a Bachelor’s Degree from an accredited university. **LANGUAGE **LEVEL**: - Spanish level 3 - English level 2 **EXPERIENCE**: - Minimum of ten (10) years of experience in the fields of policing, law enforcement, security, and/or counter - narcotics. - Minimum of eight (8) years of experience managing canine programs. - Minimum of five (5) years of experience as a dog handler. **KNOWLEDGE** OF: * - Strong knowledge of dog handling and standard police or military dog training procedures. - Strong knowledge of law enforcement and military command structures. - Strong knowledge of counter-narcotics operations. - Basic knowledge of eradication and IED detection. - Knowledge of human rights. **SKILLS **IN**: - Good computer skills in the following programs: Microsoft Outlook, Word, Access, Excel, and Power Point. - Strong leadership skills and self-motivated. - Strong interpersonal skills **ABILITY **TO**: - Establish contacts with Colombia’s police, army, and navy. - Communicate effectively, both orally and in writing in Spanish. - Work cooperatively with other U.S. government and Colombian employees. - Ability to coordinate effectively with members of relevant U.S. government agencies, host country representatives, and the international community. **PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**: - This position requires frequent work in the field in areas which may have high levels of criminal activity; - Regular travel to rural areas, small towns, and occasionally to large cities throughout Colombia is a requirement of this position. Many of these areas in Colombia are conflict zones where insurgent groups are based, criminal organizations operate, and crime is generally high. In addition, many of these areas in Colombia are tropical, with high temperatures, high humidity, tropical insects and diseases, and mínimal infrastructure.
