NCHC is recruiting for a GS PMO/Portfolio, Sr. Manager in their Finance Operations, A&D;, and Transformation organization. The Finance Operations, A&D;, and Transformation Team are responsible for enterprise transformation & governance, portfolio management, PMO coordination, A&D; activities, and solutions, and deployment & implementation of cross-functional initiatives that accelerate value realization and enable the delivery of enterprise objectives. The Global Services Senior Program Manager's scope could include leadership of any phase of large transformation and or A&D; and portfolio management responsibilities for function or subset of the portfolio. The role may also lead and provide oversight to project managers/specialists (internal or external) both in GS and across other functions. **Responsibilities**: Program leadership - Ensures successful end-to-end program delivery, implementation, execution, and delivery of programs outcomes through project go-live and stabilization leveraging PMO best practices - Lead governance forums and manage critical path integration across program workstreams (i.e., business process, organizational design, deployment, training, user experience, change management/communications, and technology) - Perform overall program risk assessments, develop contingency plans, and recommend mitigations, as needed - Look for process improvement opportunities including project team engagement, project delivery, reporting and communications - Provide coaching, support, and leadership to internal and external Project management resources, coach, and lead teams to execute activities such as assessments, building value cases, preparing process documentation, managing knowledge transfer, supporting cut-over activities, developing project/ program-related communications, and providing other project management support and leadership Portfolio Management - The role may include leadership of one or more core processes (business planning, resource management, portfolio management, governance) including process, execution, and related toolset **Qualifications** Position Requirements**: - A minimum of a bachelor’s degree - Program / Project management experience - Excellent written and verbal communication abilities; formal presentation and facilitation skills - Strong presentation skills: can speak across various forums and communicate with a broad, diverse audience - Minimum of 6 years of related business experience, in a shared services organization, preferably in Finance, Procurement, HR, and/or IT functions - Minimum of 3 years of experience leading and delivering complex global projects across matrixed teams in either project mgmt. or business lead capacity - Experience managing external vendors - Strong financial acumen and experience managing project budgets and setting up resourcing - Prior people management experience including a proven track record of developing high-performing teams in a matrixed environment and leading change through ambiguity and complexity - Ability to work effectively in a fast-paced environment, handle multiple projects, and daily planned and unplanned activities, while managing complexity and ambiguity - The ability to shape, create a future vision, and gain port and alignment to that vision is required, including communicating across various forums and broad, diverse audiences to build buy-in **Preferred Competencies**: - Active project management certification - MBA Degree - Demonstrated track record of building and/or managing a project and portfolio team and process in a matrixed environment - Experience implementing PPM and PMO tools - Demonstrated success in large scale P
