Colombia Compass Activity


IBI is currently looking for a Chief of Party (CoP) for the upcoming USAID/Colombia Compass Activity. The purpose of this Activity is to provide USAID/Colombia with technical and advisory services related to the monitoring, evaluation, and learning (MEL) of USAID/Colombia’s strategy and activities. This includes providing monitoring support services; designing, implementing, and disseminating evaluations and assessments; providing data management and visualization services; and developing collaborating, learning and adapting and knowledge management initiatives. These efforts will inform the Mission’s strategy, learning, programmatic designs, decision-making, and adaptation, and will enable USAID/Colombia to comply with USAID’s Evaluation Policy and USAID Automated Directives System (ADS) 201. The Chief of Party will provide overall vision, leadership, and management of the Contractor’s team to ensure compliance with contractual obligations and relevant regulations. **Specific Responsibilities**: The COP will be responsible for providing the vision and overall leadership to the team; managing the Contractor’s technical assistance, training, and overall support; preparing and submitting reports as requested by USAID; and coordinating USAID assistance with key counterparts. This function includes, but is not limited to: - Assuming principal responsibility for overall project management and technical operations, ensuring tasks are completed and project objectives are successfully met; - Providing oversight and quality assurance to MEL activities, including technical assistance and technical direction in evaluation design and implementation, including data collection and designing surveys; - Leading the IBI’s team and serving as the primary point of contact with USAID with regard to day-to-day activity implementation and management matters relating to the contract; - Overseeing relationship with subcontract partners and ensuring the quality and timely delivery of technical support. - Managing the preparation and presentation of proposed work plans and all reports; - Supporting CLA, knowledge management, and other learning activities, including encouraging the integration of learning throughout the project’s activities. - Leading the submission of high-quality, timely, and utilization-focused research and assessments - Other duties as assigned. **Required**: - A master’s degree (or foreign equivalent) in social sciences or other related discipline; - At least 10 years of progressively responsible experience leading or managing teams on a donor-funded project. - At least 10 years’ experience in monitoring and evaluation in developing countries, knowledge in monitoring and evaluation design methods and management of evaluations, CLA activities, and monitoring activities. At least three of these years should be in Latin America; - Previous experience as a Chief of Party, Deputy Chief of Party, or Team Leader for a USAID funded project, ideally a USAID mission MEL support project. - Extensive knowledge of USAID policies, guidance and regulations, particularly ADS 201 - Strong communication, writing and interpersonal skills are required; and - Fluency in spoken and written English and Spanish is required (Level 4/4). **Desired additional qualifications**: - Experience designing, implementing, and staffing a comprehensive Data Unit (DU) that will support the data governance, management and visualization needs of the USAID Mission - Experience working in Latin American countries, preferably Colombia
