MELSA provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS); and (5) Collaboration, Learning, and Adaptation tasks (CLA). MELSA is conducting the performance evaluation of the Partners for Transparency (PfT) Activity. This mid-term performance evaluation aims to collect evidence about results and process-level lessons of key components, interventions, deliverables, and outcomes of the Partners for Transparency (PfT) Activity. The evaluation will also provide a context analysis to support USAID/Colombia in making informed decisions about designing and managing programming in transparency. The purpose of PfT is to support locally driven solutions to increase transparency and accountability and effectively reduce corruption in Colombia. This Activity helps strengthen citizen-responsive governance and increase citizen trust. The Activity accomplishes this purpose by leveraging targeted stakeholders' expertise, engagement, and unique positions of influence to achieve the following objectives: - Advance national-level government transparency and accountability initiatives. - Promote local-level civic participation. - Strengthen oversight and control institutions' efforts to fight corruption. As part of the evaluation team, MELSA seeks an Evaluation Team Leader. The following are some of the key responsibilities and requirements for the position. Responsibilities: Lead the evaluation work plan, design, and final evaluation report. This includes the data collection and analysis methods, the theory of change analysis, the construction of indicators based on the evaluation questions, the data analysis plan, the revision of the sampling strategy, and the quantitative and qualitative data collection tools. Serve as the primary liaison with USAID counterparts and MELSA. Lead and manage the team and operationalization of the evaluation. Lead the writing of the main technical deliverables and communications, including the final evaluation report in English. Lead the quality and timeliness for the evaluation's quantitative and qualitative data collection and troubleshooting as needed. Lead the quality and timeliness of the quantitative and qualitative data analysis for the reports and presentations mentioned in the deliverables, which covers the revision of the corresponding quantitative and qualitative evidence annexes. This includes requesting specific team members to perform the data triangulation process and its corresponding quantitative and qualitative analysis to answer each evaluation question. Lead the preparation of briefs, reports, and presentations for USAID and the Implementing Partner. This includes the final presentation and report.
