Experience : 7-10 years Panagora Group provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA). The MEL Activity will conduct a mid-term performance evaluation of the Responsive Governance (RG) Activity. This mid-term performance evaluation aims to assess the achievements of the RG interventions, deliverables, and outcomes according to the work plans (year one and two) and theory of change and to what extent they are relevant based on the current national and local contexts. **Responsibilities**: - Support the evaluation design, the theory of change analysis, and the construction of indicators. - Review primary and secondary data sources related to health, education, infrastructure, and service delivery at the subnational level. - Oversee the quality of quantitative and qualitative data collection in thematic issues. - Lead the thematic support in the design of the quantitative and qualitative data collection instruments and the relevance of the data collection on health, education, infrastructure, and service delivery at the subnational level. - Actively participate in the qualitative instruments' coding process and provide a thematic review of the process in the codebook production. - Contribute to the analysis of qualitative, quantitative, and secondary data related to the institutional strengthening of the Government of Colombia. - Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner.
