Moffatt & Nichol specializes in large complexwaterfront infrastructure projects and is recognized as one of theworldwide leaders in this field. We are actively looking for a Virgin Islands and Puerto Rico (VIPR) Regional Leader. This leaderwill guide the strategic growth of the region by leading efforts toidentify, capture and deliver projects in the ports, marineterminal, coastal, water resources/stormwater, transportation,energy, environmental, federal, state, local, and urban developmentmarkets. The best candidate for this role will lead the team to: -Achieve Moffatt & Nichol (M&N;) and client objectives;enhance client and employee satisfaction through effective regionaloperations - Ensure staff management and development - Deploy andmanage project resources, including subconsultants, vendors; and -Provide oversight of project phases (planning, set-up, execution,and closure) while in conformance with M&N; business and clientcontract requirements - Coordinate with the three M&N; practicesto identify additional markets and potential office locationswithin the region - Recruit, manage, and maintain resources withinthe offices, and work to continue to attract top talent in theindustry for growth and to maintain client service Duties andresponsibilities: - Lead the Region to achieve Key PerformanceIndicators - Identify, evaluate, and pursue approved business andmarket opportunities - Develop and direct execution of strategy forregional growth and staff resource expansion - Develop an AnnualOperating Plan and Budget for the VIPR region and manage thebusiness to achieve planned results - Manage a project portfolioand coordinate with Business Unit Leaders (BULs) to facilitate workshare and mutual achievement of financial results - Assist inpromoting company-wide services across VIPR and related markets -Work with PM’s and key staff in the preparation of comprehensivescopes of services with associated consulting fees; negotiatescope/fees with public and private sector clients - Advise M&Non; local business climate and trends, opportunities, changes inlocal A-E consulting practices (laws, rules, regulations,licensing, taxes), politics, and other issues pertinent to businessoperations - Ensure M&N; policies, procedures, and anyapplicable legislation and regulations are communicated,understood, and implemented within the region - Ensure complianceto M&N; Quality Management Initiatives - Provide a safe andsecure work environment by effectively managing the facility in Puerto Rico - Negotiate and execute corporate documents and otherbinding instruments - Identify obstacles to success and participatein improvement initiatives - Identify project pursuits and developcapture plans leading to successful project wins - Lead and ensureall projects and project managers meet Key Performance Indicators -Review and approve project approach, plan, schedule, and budgetwith PMs - Conduct client debriefs at designated projectmilestones; resolve elevated client concerns or demands notaddressed by the PM - Mentor, guide, advise, and ensure PMsaccountability for project performance and deliverables, assistwith assignment requests and approve project team assignments -Participate in significant Project Reviews, review Project ProgressReports, and direct appropriate change - Ensure that QualityControl is implemented and managed in accordance with the contractand Project Plan - Approve Subcontracting Plan and verify thatcandidate subconsultants will likely result in achievement ofsubcontracting goals - Approve selection of subconsultants -Coordinate with Business Development and other M&N; groups tomanage client relationships and satisfaction - Ensure that pursuitopportunities align with objectives of the firm, approve thebudget, and the Proposal Number Request - Lead, develop, andoversee staff, including hiring, performance management, andsuccession planning - Effectively lead and motivate employees for apositive impact on retention, and an engaged, motivated, andsustainable workforce - Ensure that succession plans areestablished and implemented as required for transfer of industryrelationships and technical skillsets - Identify staffing andhiring needs for the Business Unit; organize hiring teams,confirm/approve hiring decisions - Conduct staff performancereviews and provide annual merit and bonus recommendations -Initiate and approve off-cycle merit and bonus recommendations asneeded - Lead staff performance management and performanceimprovement for the reporting staff; approve and implementtermination decisions Qualifications: - Bachelor’s degree in anengineering or related civil/environmental infrastructure field;required - Master's degree in civil, coastal, waterresources/stormwater or structural engineering; preferred - 20+years’ experience in consultancy addressing planning engineeringdesign, infrastructure development, project management, clientservice, and business development; required - Professional Engineerregistration in Puerto Rico or ability to receive throughreciprocity within 6 months; required - Demonstrated leadershipexperience overseeing projects, staff, and client relationships;required - Established client relationships in Puerto Rico andknowledge of federal, state and local government agencies - A solidreputation with private sector clients as well as local and stategovernment agencies, and a knowledge of coastal, waterresources/stormwater, ports, marine terminal, transportation,energy, environmental, federal, or urban development marketsthroughout Puerto Rico and the US Virgin Islands; required -In-depth understanding of VIPR’s infrastructure and resiliencymarket as it relates to M&N;’s three Practice Areas: Water,Ports, and Transportation - Proven success directing design andconstruction of a wide range of civil engineering infrastructureprojects - Proven success in leading people and managing resources Supervisory responsibilities - Leads, develops, and oversees a widevariety of technical staff including engineers, economists,planners, scientists, administrative, and technicians Workingconditions: The work takes place mostly in an office environment Physical requirements: Work is generally performed in an office orclient office setting. The ability to use standard office equipmentand furnishings is required. Travel will be required.
