Experience : 10-15 years Panagora Group provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA). MEL will conduct a mid-term performance evaluation of the Generating Equity Activity. This evaluation aims to assess if the gender equity hypothesis of Generating Equity is likely to be effective and sustainable. In accomplishing this purpose, the Evaluation Team will examine how the support provided by the Activity is contributing to decreasing gender barriers in civil society, the private sector, and public institutions and the design, implementation, and scale-up of gender equity policies and strategies. **Responsibilities**: - Lead the evaluation work plan and design and the final evaluation report. This includes the data collection and analysis methods, the sampling strategy, data collection tools, and the data analysis plan. - Serve as the primary contact with USAID counterparts and MEL Activity. - Lead and manage the team operation. - Lead the writing of the main technical deliverables and technical communications, including the final baseline report in English. - Oversee the quality and timeliness of the evaluation data collection. - Lead debriefs and presentations to USAID and the Implementing Partner. Minimum of three (3) years of that experience conducting or leading the evaluation of projects. - Good knowledge about women's economic empowerment, masculine behaviors, and gender-related policies. - Experience designing context and performance indicators. - Experience collecting quantitative and qualitative information. - Ability to analyze and synthesize qualitative and quantitative data. - Advance report writing skills. - Ability to work and manage teams remotely. - Advanced knowledge of written and spoken English and Spanish. - Experience with USAID evaluations is preferred.
