Summary The Construction Manager will serve as a key member supporting U.S. Department of State Overseas Building Operations (OBO), providing comprehensive engineering and construction quality assurance and management oversight for the Chancery Facade Replacement project in Bogotá. This role involves reviewing design documents, ensuring technical compliance, and coordinating across contractors, design professionals, and OBO staff to maintain schedule, cost, and quality standards. Minimum Requirements - Candidates must hold a Construction Management degree from an accredited university in the United States or an ABET-accredited overseas institution. - Must have a minimum of seven (7) years of experience on construction projects of similar scope and value to the project supported by this Task Order. - In addition to a Construction Management (CM) degree, candidates with demonstrated experience in Construction Management who possess degrees in Mechanical Engineering (ME), Electrical Engineering (EE), Architecture, or Civil Engineering (CE) will also be considered. - Professional credentials such as Professional Engineering (PE) registration, Registered Architect (RA), or Certified Construction Manager (CCM) are preferred. - Must hold a Final Secret clearance, or an Interim/Final Top Secret (ITS/TS) clearance issued by DCSA at the time of proposal. Final Secret clearance is required at the time of deployment. - Working knowledge of International Building Codes is required. - Familiarity with construction safety regulations (e.g., EM 385-1-1, OSHA). - Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint). - Strong knowledge of construction procedures, materials, and contract administration. Key Responsibilities - Act as the on-site representative for OBO, overseeing technical compliance and construction quality assurance. - Coordinate with the Project Director (PD) and OBO Construction Executive to manage all phases of construction activity. - Ensure safety and accident prevention plans are implemented and monitored in coordination with contractors and OBO safety personnel. - Monitor contractor compliance with permits, licenses, and applicable regulations. - Review contractor submittals, RFIs, change order proposals, and ensure all documentation is in accordance with contract requirements. - Oversee contractor construction schedules, site supervision, and QA/QC programs. - Review design documents, engineering data, and proposed substitutions from a construction engineering perspective. - Support contract administration, including Statements of Work (SOW), Independent Government Estimates (IGEs), and negotiations. - Prepare and maintain Monthly Progress Reports, Daily Project Logs, and photo documentation per OBO guidelines. - Assist with inventory management, property tracking, and coordination with local A/E firms and labor as needed. - Participate in project meetings and special assignments; support development of reports and technical presentations. - Provide input to the PD regarding contractor performance, progress payments, and quality control.
