Job Description: **DUTIES AND **RESPONSIBILITIES** - The incumbent will perform logístical and administrative activities to enhance the COLNAV’s readiness - The incumbent will provide expert recommendations and advice on the Colombian Navy’s (COLNAV) doctrine, capabilities, and strategy for interdicting narcotics and precursor chemicals in Colombia’s complex riverine network and ability to conduct riverine operations. - The incumbent will provide plan, coordinate support, and implement INL projects in support of riverine interdiction policies and procedures. - Provide expert riverine interdiction recommendations and advice to INL Bogota’s Maritime Interdiction Program. - Provide advice on COLNAV riverine interdiction’s force disposition, command structure, operations doctrine, and leadership capabilities. - Provide advice on the type of equipment, facilities, and assistance activities needed to enable COLNAV to fulfil its riverine interdiction mission. - Provide INL Bogota and USG visitors with periodic briefings (formal and informal) on COLNAV’s riverine capabilities and intentions. - Evaluate and scrutinize COLNAV proposed projects for INL assistance. - Validate COLNAV requirements and advise on potential purchases for tactical field equipment, vehicles, boats, weapons, and construction projects. - Arrange and coordinate high-level meetings between senior INL or USG visitors and COLNAV senior leadership. Provide advice on such meetings. - Research and prepare periodic reports - in Spanish and/or English - on the COLNAV’s force structure, riverine interdiction doctrine, plans, operational concepts, and result - Prepare periodic English and/or Spanish written reports as directed. - Coordinate and execute INL Bogota Maritime Interdiction Program projects and activities supporting COLNAV’s riverine interdiction mission. - Conduct market research of potential products and services available in Colombia and in the U.S. - Prepare Statements of Work, Sole Source Justifications, and other documentation in English as required by U.S. procurement regulations. - Prepare procurement requests in the automated system and monitor progress through the receipt of goods and services, and payment of invoices. - Maintain a database of all riverine donations and projects completed to capture INL Bogota multi-year riverine investment with COLNAV. - Assist INL’s End Use Monitoring unit track goods and services delivered to COLNAV. Prepare reports as assigned. - Monitor and evaluate INL Bogota donations. - Coordinate closely with the INL Financial Management Unit to gather, prepare, and analyze information to produce periodic budget, and spending reports. - Coordinate with COLNAV to execute projects as directed. - Draft official communications (oficios) from INL Bogota to the COLNAV. - Help develop a strategy and action plan to improve the sustainability of riverine operational assets and equipment. - Incumbent must absorb and understand highly complex information, including but not limited to, riverine boats, boat and aircraft performance, life support systems, night vision systems, advanced riverine vehicles, cyber-defense systems, advanced optical and imaging systems, radar systems, etc., to properly advise on improving riverine interdiction operations and COLNAV’s operational capabilities. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION**: - Bachelor of Science, Naval Sciences for Marines Degree required, or - Bachelor of Science, Naval Administration Degree required, or - Bachelor of Science, Naval Engineering Degree required **LANGUAGE **LEVEL**: - English: Level 3 = Good working knowledge required in Speaking, Reading, Writing, and Listening - Spanish: Level 4 = Fluent required in Speaking, Reading, Writing, and Listening **EXPERIENCE**: - Minimum 14 years of service in the Colombian Marines is required. - Minimum 10 years of experience in Colombian riverine operations is required. These years may be within the aforementioned years of service in the Colombian Marines - Minimum 4 years of experience in Colombian Marines Project Management is required. These years may be within the aforementioned years of service in the Colombian Marines. **KNOWLEDGE, SKILLS AND **ABILITIES**: - Team Work: Incumbent needs to work well as part of a team and develop effective professional rapport within INL, other U.S. agencies, and the COLNAV. - Specialized Knowledge: Incumbent must have a strong understanding of Colombian Navy riverine counternarcotic policies and interdiction procedures. - Attention to Detail: Incumbent must be able to master the minutia of project management. - Project Implementation: Incumbent must be familiar with technical/project implementation and monitoring and evaluation. Incumbent must have the ability to develop a good knowledge of markets pertaining to program and project requirements for services and commodities. - Discretion: Incumbent must exercise good judgment and
