Job Description: * DUTIES AND **RESPONSIBILITIES** - Serve as Procurement and Logistics Coordinator in the INL Bogota Programs - Conducts research and develops requirements in the procurement of technical and nontechnical commodities and services and orders, coordinating with the INL procurement section to help refine purchase requests requirements and define suppliers support capabilities for INL Programs. **-** Obtain/prepare specifications, conduct market research, develop cost estimates, and prepare purchase requests for approval and subsequent submission to the INL Procurement Section. - As required, prepare needs requirements, scopes of work, statements of work and sole source justifications ensuring procedures and processes are within contracting rules and avoid unauthorized commitments. - Directly responsible for tracking and managing the procurement and contracting activities of the INL Programs. Works closely with INL and Embassy contracting and procurement staff for tracking solicitation proposals, evaluating contracts and status oF procurements. Offers alternative means for procurement of services when needed. - Working knowledge of Colombian import/ export laws and regulations as established in the U.S.Colombian bilateral Letters of Agreement and Memoranda of Understanding. - Coordinate with the INL procurement section to monitor pending procurements, ensure they meet completion of timelines and quality assurance requirements, implement changes required to complete procurement actions. - Monitor active support contracts to ensure all requirements are met and that any necessary contract extension/curtailments are processed in a timely manner. - Create reports and presentations for use within INL and with external partners communicating program deliverables and results. - Translate data, reports, presentations, etc. into English and Spanish / Spanish English. - Compose technical and nontechnical correspondence office, and host nation entities such as official correspondence for signature, monitoring the status of all procurement correspondence and assure timely preparation of responses. - Gather, prepare, and analyze information to produce reports and correspondence related to the INL Programs, administrative and logístical issues. - Conducts other requirements as dictated by the INL Division Chiefs a/o Program Managers **Job Requirements**: **MINIMUM **QUALIFICATION** **EDUCATION** - University degree in Business Administration, Commerce, Economies, Finance or a related area is required **LANGUAGE **LEVEL**: - Spanish: Level 4-fluent required in Speaking/Reading/Writing/Listening - English: Level 3-Good Working Knowledge required in Speaking/ Reading/ Writing/ Listening. **EXPERIENCE**: - Minimum of 3 years of experience in acquisition or procurement or in a related field is required. - Experience with administrative areas desired with drafting reports for management. - Experience working with international organizations, NGOs, or government preferred. **KNOWLEDGE** OF: * - Strong knowledge of procurement, contracting and related administrative processes; - Strong knowledge of Excel, Word, PowerPoint, Access, and SharePoint; - Standard knowledge of GOC Eradication Programs and Counter-Narcotics Policy. **SKILLS **IN**: - Effectively communicating data and results to policymakers in a way that is understandable and useful in the decision making process; - Drafting concise, effective reports and briefs on technical areas in English and Spanish. **ABILITY **TO**: - Work as a team member; - Write effectively and quickly in English and Spanish; **PHYSICAL DEMANDS OF THE JOB AND WORKING **ENVIRONMENT**: - Job holder will telework or work in the Embassy in Bogotá as required. - The Incumbent will travel occasionally within Colombia travel to the field and police/military and justice installations.
