Experience : 7-10 years Panagora Group provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation, and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA). MEL will conduct a mid-term performance evaluation of the Youth Resilience Activity (YRA). This mid-term performance evaluation aims to gather evidence about mid-term results and process-level lessons of a selection of key components of the YRA. In addition, this evaluation should shed light on how YRA's theory of change applied the Positive Youth Development approach and whether the processes and intermediate results provide evidence of good practices that can inform other USAID activities/interventions. As part of the evaluation team, the MEL Activity seeks an Evaluation Specialist. The following are some of the key responsibilities and requirements for the position. **Responsibilities** - Lead the planning of each evaluation stage, including a detailed list of activities, inputs needed, and a detailed schedule. - Lead the methodological design of the evaluation. - Guide and coordinate the primary and secondary data collection. This includes sending Derechos de Petición and coordinating the qualitative and quantitative data collection with the selected firm and MEL Activity. - Coordinate the deliverables and reporting, including the data, reports, and presentations. - Implement the qualitative instruments in fieldwork for the qualitative data collection.
