Chief Operating Officer – U.S. Personalized & Specialty Care Services Location: Reports to: Group Chief Operating Officer, Raffles Medical Group (Singapore HQ) Business Scope: Private Concierge Medicine | Specialty Clinic Operations | Cardiology, Preventive & Executive Health | Care Coordination | Cross-Border Patient Services Position Summary: As part of Raffles Medical Group’s U.S. expansion, the Chief Operating Officer – U.S. will play a critical role in leading the operational delivery of high-end, personalized, and specialty healthcare services across the United States. This role is ideal for a healthcare executive with extensive experience in multi-specialty clinical operations , concierge medicine , and model transformation —with a commitment to serving HNWI, VIP clients, international patients, and C-level executives . The COO will oversee the implementation of scalable and differentiated medical services, integrating digital platforms, remote monitoring, and cross-border physician collaboration into a seamless luxury healthcare experience. Key Responsibilities: Operations Leadership Lead end-to-end operations of Raffles' personalized and specialty clinical services in the U.S., including concierge programs, executive physicals, diagnostic services, and ambulatory specialty centers. Establish world-class service workflows balancing clinical quality, patient experience, and operational efficiency. Ensure facilities are compliant with U.S. federal/state regulations (HIPAA). Strategic Planning & Service Line Growth Collaborate with the U.S. President and Singapore HQ to develop scalable care models in cardiology, preventive medicine, endocrinology, women’s health, and longevity services. Analyze market opportunities and propose new specialty programs based on HNWI needs and international patient trends. Expand relationships with referring physicians, specialists, international embassies, and elite corporate clients. Oversee recruitment, onboarding, and performance of concierge physicians and specialists. Care Model Integration Build systems between family medicine, internal medicine, and key specialties to ensure continuity of care. Partner with the Chief Clinical Officer to uphold physician credentialing, CME, and quality assurance protocols. Technology-Enabled Care Delivery Implement and optimize EMR systems, digital care pathways, telehealth workflows, and remote monitoring platforms. Drive innovation in digital concierge portals and personalized patient dashboards for HNWI clients. Ensure seamless care coordination for traveling international patients and second-opinion consultations. Financial Oversight & Performance Metrics Manage P&L responsibilities, operational KPIs, and vendor contracts. Develop performance dashboards to track quality, efficiency, satisfaction, and growth outcomes. Collaborate with finance, marketing, and revenue teams to optimize operating margins. Regulatory & Accreditation Compliance Ensure compliance with all healthcare standards, including HIPAA, OSHA, Medicare/Medicaid. Lead preparation for JCI accreditation where applicable. Lead multidisciplinary teams including operations managers, nursing leaders, patient services, and concierge staff. Foster a high-performance, service-oriented, and culturally sensitive environment reflecting Raffles’ brand values. Qualifications: Master's degree in Healthcare Administration, Business, Public Health, or related field (MHA, MBA, MPH). 10+ years of leadership in clinical operations , preferably within concierge medicine , multi-specialty clinics , specialty hospital systems , or luxury healthcare programs . Deep knowledge of U.S. healthcare regulations and payer systems. Proven experience managing HNWI-facing services or executive health programs. Strong leadership in cross-functional healthcare teams; physician and staff management experience. Experience in international healthcare systems or serving diverse patient populations. Tech-forward mindset with EMR, digital platform, and telehealth experience. Preferred Attributes: Experience with private medical membership models or startup scaling/greenfield clinics is advantageous. Multilingual abilities (Mandarin, Japanese, Korean, Arabic) are a plus.
