**HOSPITAL TECHNICAL SUPPORT to EMERGENCY UNIT (HOME BASED)**: ES Full Time Operations **GENERAL CONTEXT** Médecins Sans Frontières is an international independent medical-humanitarian organization that offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, sex, religion, creed or political affiliation. **OBJECTIVE OF THE POST** The overall objective of the Hospital Technical Support is to assist the Health Advisor in the completion of specific delegated tasks as described below in order to maximize, from a medical perspective, the implementation of a Maternity and Neonatology department in Al Naser Hospital in Gaza. This position is to support the portfolio of the Emergency Unit which currently includes Tchad, Sudan and Gaza. S/he is part of the Operational Cell/s, reports hierarchically and functionally to the TESACOs who will provide him/her with guidance, supervision and development of professional competences. S/he supports the TESACO in being globally acquainted and up-to-date with the projects. **MAIN RESPONSIBILITIES AND TASKS** The main objective is to provide technical support to Gaza’s PMR, Tesaco and Tesaco support for the opening and initial steps of OCBA operations in Al Nasser Hospital in Khan Younis governorate, Rafah. She/He will be the link between mission and medical network referents about all technical aspects related to the hospital intervention. She/he will keep Tesaco and tesaco support updated regularly. She/he will be in touch with PMR in Gaza to support on the revision, elaboration and validation of all technical aspects, including protocols, procedures, standards and monitoring tools. **General** - Revise the existing MSF technical protocols, share with PMR and identify main differences with Palestine protocols and discuss with med referents the best adaptations. - In close coordination with the HR department and Med referents, plan the staff needs of the hospital in order to ensure sizing and ratios adapted to high level of resolution. - Support PMR to define monitoring tools (HMIS definition) and reports templates - Support PMR to define data collection and patients’ files confidentiality and information traceability - In collaboration with legal advisor, revision of the legal procedures and advice the PMR accordingly - In collaboration with patient center approach team, compile the procedures and support PMR and Fieldco to get proper technical advice **Maternity** - SRH Activities include antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence and reproductive tract infections. - CEmONC = comprehensive obstetric and neonatal care = the full package of BEmONC Plus; surgery (caesarean section, hysterectomy, laparotomy), safe blood transfusion and care to sick and low birth weight new-born) - Nutritional screening and management of treatment and prevention according to protocols. **Neonatology** - Admission criteria, management protocols, palliative care and referral - Zero separation - Infection prevention and control - Prevention of hypothermia - Breastfeeding and /or nutritional support according to protocols and context. **Transversal services** - IPC objectives and procedures specific per department, including sterilization and laundry. - Laboratory activities - Blood bank - Food for patients and caretakers **Logistics - Biomedical - Supply** - In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating and communicating future needs - Supporting medical orders validation according to protocols **Other tasks and responsibilities**: - Participate in regular or ad hoc meetings of the Operational Cell and any other upon request by the TESACOs. - Participate in regular meetings of the Medical Network. - Collaborate in the briefings and debriefings of medical (and specific non-medical) professionals assigned to the missions in her/his Cells’ portfolios. - To note that validation and accountability of all these tasks lays on the TESACOs._ - Unexpected situations or emergencies could require specific occasional support that will be validated by the concerned TESACOs upon evaluation of its impact on on-going regular tasks and activities._ **SELECTION CRITERIA** **Education and experience** - Qualified Medical Doctor, Midwife or Nurse with experience in Hospital management - Academic profile or field experience in neonatology and/or maternity is desirable. - Field experience with MSF is essential. - Previous experience in emergency interventions would be an asset. - Flency in English is compulsory. Arabic is an asset. - Basic computer skills: Word, Excel, Outlook, Internet - Knowledge of medical kit, protocols, and medical network dynamics. **POST CONDITIONS** - Temporar
