Org. Setting and Reporting - This position is located in the Ethnic Affairs Section of the United Nations Verification Mission in Colombia (UNVMC). The incumbent will be based in Bogota and will report to the Programme Management Officer. - Responsibilities - Within delegated authority, under the direct supervision of the Programme Management Officer, the Associate Liaison Officer will be responsible for the following duties: - Gathers, selects, and analyses information contained in communications and publications received from different sources, including, the ethnic organizations the press and social media focus on ethnic affairs in general and in specific about the ethnic chapter of the Peace Agreement. - Maintains up-to-date knowledge of events relating to ethnic affairs, political issues, in general, and in particular the Ethnic Chapter of the Peace Agreement. - Keeps abreast of the latest trends and developments in the area of ethnic affairs and provides inputs on issues to senior officials and colleagues. - Monitors national and regional level political developments and provides information, analysis, and recommendations on ethnic affairs-related issues. - Maintains contacts with ethics organizations, other sectors of the UN, other national and international organizations, and governments on coordination, civil society, and policy matters. - Monitors actions taken by intergovernmental groups, UN organizations, government, and non-governmental organizations, indicators, and implementation of the ethnic chapter. - Selects, classifies, and stores in computerized databases information relating to indicators and implementation of ethnic chapter. - Participates in fact-finding and other missions to countries within assigned areas of responsibility. - Ensures that all UNVMC policies are applied and followed thoroughly across all processes, including adherence to UNVMC code of conduct and ethics, and integrates a gender-sensitive approach in all functions. - Performs other related duties as required. - Competencies - Education - Advanced university degree (master's degree or equivalent) in Social Sciences, Political Science, Management or Development, or a related field is required. A first-level university degree with a combination of two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. - Job - Specific Qualification - Professional training in the areas of indigenous people's rights or human rights is desirable. - Work Experience - A minimum of two (2) years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience in Latin America issues is required. Experience working on political affairs with ethnic people is desirable. Experience in data collection and analysis is desirable. A minimum of two (2) years of experience supporting the Colombian Peace Agreement is desirable. - Languages - English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Spanish (both oral and written) is required.
