MSF-OCBA is an organization committed with the diversity and **GENERAL CONTEXT OF THE POSITION** Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF. The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the HR Department. **PLACEMENT WITHIN THE ORGANIZATION** - Unit: TEMBO - Reports to (Hierarchical): TEMBO Director and part of Tembo Management Team - Works in strict collaboration with: OCs/Sections partners and Tembo Focal Points - Supervises: S/he is the direct manager of team of instructional designers, production specialists and other specialized profiles **GENERAL OBJECTIVES** - The Head of Production guarantee quality e-learning content and production services to partners success strategies from demand to delivery through proposals for partners in line with their requirements and within Tembo Business objectives. - She/he is responsible for leading the development of high-quality, effective, and engaging e-learning materials that help employees acquire the knowledge and skills they need to perform their jobs effectively. - As part of the Tembo Management Team, develop a realistic, measurable and achievable Annual Operations Work Plan in line with operational opportunities or limitations and coordinate mid-term revisions, ensuring coherence with the Tembo’s Business case, Mission and Vision. **MAIN FUNCTIONS, RESPONSIBILITIES AND TASKS** - Directly accountable to the Tembo Director, and as part of the Tembo Management Team (MT) participates on the Tembo’s Business case, Annual Plans, strategic priorities, and new developments, providing proposals concerning the enhancement of the quality and relevance of Tembo services. - Develop and implement with the MT the “optional services” planning considering partners forecast demands, business goals within the overall Tembo Demand, resource capacity and best value for Tembo. - Establishes and maintains strong working relationships with MSF OCs/entities, and other initiatives, dealing with the agreed and funded proposals, boosting effective collaboration to enhance value for Tembo’s users/ partners. - Assess and the e-learning needs, demand, and requirements of partners, understanding their goals, target audience, and desired outcomes with a learner-centric approach. - In close collaboration with the portfolio and resource manager, prepare an opportunity and feasibility study to support quotations and support proposal presentation for partners acceptance. - Elaborate with her/his team the final proposals and budget. - Provide guidance and support to the team to ensure learning materials are produced on time, within budget, and to the required quality standards the team meets deadlines and delivers high-quality content. - S/he is responsible for guarantee quality and effective delivery of e-learning content, production and translation services and proposals to MSF partners in conformity to contracts, statements of work and Tembo quality assurance processes. - Oversee the instructional design process, ensuring that the learning materials are designed to meet the needs of the target audience and are aligned with the organization's learning goals and objectives. - Supervise the production processes for e-learning materials, including e-learning modules (SCORMs), audio and video production, infographics, etc. - Ensure that all e-learning materials meet the organization's quality standards and are free from errors and inconsistencies. - Establish and monitor metrics to determine readiness, quality, operability and proper accountability. - Manage the budget execution in close collaboration with Tembo Resource Manager for the e-learning content and production area, including forecasting, tracking, and reporting on expenses and revenue. - Identify and manage relationships with external vendors and contractors to ensure that they deliver quality work on time and within budget. - Identify risks, issues and propose mitigation and contingency measures. - In close cooperation with the MT, support partners on the evaluation of the effectiveness of e-learning materials and use feedback to continuously
