Job Title: Quantitative Specialist Panagora Group is a US small business providing monitoring and evaluation services in the international development industry, currently implementing the USAID/Colombia Monitoring, Evaluation, and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID across five components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS); and (5) Collaboration, Learning, and Adaptation tasks (CLA). We are conducting two performance evaluations and one baseline for a performance evaluation of USAID's Activities. These performance evaluations and baselines aim to evaluate the achievements of the Activities, interventions, products, and results according to the work plans and theory of change, as well as their relevance in the current national and local contexts. Responsibilities and Requirements: - Support the evaluation design, including theory of change analysis, indicator construction based on evaluation questions, quantitative data collection methods, and an analysis plan. - Oversee the sampling design and data collection instrument design. - Participate in secondary data collection, such as Government of Colombia's administrative records. - Oversee the quality of quantitative data collection for the evaluation. - Conduct quantitative analysis for reports with corresponding quantitative evidence annexes. - Produce statistical analyses and econometric models necessary for information triangulation for findings, conclusions, and recommendations for the evaluation. - Support the Team Leader in preparing reports and presentations for USAID and Implementing Partners.
