**Finance and Operations Manager - Territorios Forestales Sostenibles** **Project Overview and Role**: **Primary Duties and Responsibilities**: Palladium is seeking a Finance and Operations Manager with experience managing international development programme finances, including for the FCDO. The individual must also have the skill set to support the management of everyday operations for the programme, liaising with the Colombian and international teams to ensure that systems and processes are in line with client and Palladium guidelines. TEFOS is a 6-year programme funded by the UK Government that aims to slow, halt, and reverse deforestation in Colombia. The first two pillars focus on updating the multipurpose cadastre (pillar 1) and supporting government agencies to investigate environmental crime (pillar 2) and are being delivered by the World Bank and UNODC, respectively. The Palladium Finance and Operations Manager will be engaged in managing the finances and operations for delivery of pillar 3 (otherwise referred to as the ‘Sustainable Livelihoods Pillar’) that will identify and promote sustainable economic activities and conservation incentives with the aim to diversify the income streams of rural populations living in conflict-affected, deforestation hotspots. The Finance and Operations Manager will be responsible for the management and oversight of all project finances, including management of client and internal reporting requirements, cash flow and the project bank account. They will also hold responsibility for managing day-to-day operations including HR and systems queries as well as procurement exercises. They will work closely with support teams in the UK and will be expected to collaborate with other relevant projects working in Colombia and globally to share lessons and support Palladium’s global impact mission. The Finance and Operations Manager will report to the Deputy Team Leader and act as a line manager to a Finance and Operations Assistant. They will be responsible for supporting the professional development of team members and managing relationships with any project delivery partners where relevant. The Finance and Operations Manager needs to be based in Colombia, preferably in Bogota but other cities in Colombia may be considered. **Responsibilities**: **Program Leadership and Management** - Ensure Palladium & Client policies are followed and adhered to as it pertains to procurement and financial reporting and that all expectations are met; - Work with the Team Leader, Deputy Team Leader and Project Director to lead the development of project annual budgets, projections, financial plans, costing estimates and monthly cash forecasting; - Maintain regular communication with the senior management team and the client by providing relevant and timely financial, HR, operations or procurement information for planning and decision-making purposes, record keeping, compliance and reporting; - Manage and mentor the Finance and Operations Assistant; **Financial Responsibilities** - Ensure complete accurate and timely financial records, review and submit monthly financial reports as directed by the Program leadership in timely manner and supporting documents are filed appropriately; - Ensure proper project bank account management, ensure monthly account reconciliation is completed and bank statements are received; - Review and ensure field vouchers are prepared accurately, supporting documents are in place, and all transactions are coded in accordance to chart of accounts and project charge code(s) before submission; - Manage the overall program budget with the Project Manager, and ensure adequate cash flow for expense payment; - Oversees all Accounts Payable transactions by ensuring all outlays are made against completed deliverables and in support of Palladium policies and project regulations; - Oversee annual audit and prepare management response on any queries; - Train staff on financial principles and ensure there are separation of duties within the team; - Produce accurate and timely cashflow projections, financial and other reports as required for internal management and client financial reporting as requested. **Grants and Procurement Responsibilities** - Manage the procurement activities in all aspects of all procurement for TEFOS for effective project implementation; - Oversee contracting and due diligence procedures for project contractors and grantees and lead review of grantee financial and operating reports as needed - Ensure sound contracts and grant management systems for awarding and executing agreements are in place; - Negotiate, administer, and ensure compliance with all procurement agreements from award through closeout; - Ensure that FCDO procurement procedures are adhered to and program staff are familiar with the procedures.
