About the Position I4DI is currently seeking a Chief of Party (COP) for the USAID-funded MELSA Activity in Colombia. The purpose of MELSA Activity is to provide USAID/Colombia Mission with technical and advisory services related to the monitoring, evaluation, and learning of USAID/Colombia’s strategy and activities. The COP will be responsible for providing the vision and overall leadership to the team; managing the Contractor’s technical assistance, training, and overall support; overseeing the evaluation and assessment reports and services produced; and coordinating USAID assistance with key counterparts. Roles & Responsibilities Provide overall vision, leadership, day-to-day management, and technical direction; Serve as principal liaison to USAID Mission staff, USAID implementing partners, and key local stakeholders including research organizations, government entities, and private sector actors; Ensure timely and cost-effective delivery of high quality, demand-driven MEL technical assistance (including assessments, performance evaluations, third party monitoring, etc.) to USAID Mission teams, implementing partners, and local stakeholders; Lead the delivery of adaptive management and Collaborating, Learning, and Adapting (CLA) services for clients and stakeholders and model adaptive management within the project; Oversee the development of program strategies, work plans, MEL plans, as well as programmatic and technical reports to USAID; Manage, train, and mentor project staff to ensure seamless coordination among activity components and ensure an internal culture of technical excellence and learning; Manage, and ensure quality control of deliverables produced by subcontractors and external consultants; Nurture collaborative relationships with USAID stakeholders, their implementing partners and the Government of Colombia; Oversee design, development, and implementation of MEL activities, including development of evaluation tools, data collection and management, report generation, knowledge sharing, and training and capacity building activities; Provide effective cost-management, accurate financial reporting, and proper use of funds. Required Experience and Skills At a minimum, the COP must have a Master’s degree in social sciences or related field with at least eight (8) years of progressive experience in project management of development programs; or a Bachelor’s degree in the similar field with at least ten (10) years of progressive experience in project management of development programs development projects; Minimum 5 (five) years of demonstrated experience related to research, evaluation, statistics and/or monitoring projects related to development; Demonstrated sector experience in Collaborating, Learning, and Adapting and/or evidence-based decision-making; Demonstrated experience leading teams and/or managing an office with a diverse (and at times, remote) staff; Demonstrated experience in performance monitoring, strategic planning, project design and implementation, evaluation, tracking data quality, data management, and/or training in performance manage
