Experience : 7-10 years Panagora Group provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA). MEL will conduct a mid-term performance evaluation of the Generating Equity Activity. This evaluation aims to assess if the gender equity hypothesis of Generating Equity is likely to be effective and sustainable. In accomplishing this purpose, the Evaluation Team will examine how the support provided by the Activity is contributing to decreasing gender barriers in civil society, the private sector, and public institutions and the design, implementation, and scale-up of gender equity policies and strategies. **Responsibilities**: - Support the Team Leader with the evaluation design, including the construction of indicators, data collection methods for qualitative information, and an analysis plan. - Design qualitative instruments for the data collection. - Design a codebook for the codification process. - Ensure the quality of qualitative data collection. - Support the coding process, from the training of the coding team to the elaboration of the analysis plan for the generation of inputs (reports and qualitative visualizations) to analyze the information. - Support the qualitative data analysis for the early report, the findings, conclusions, recommendations presentation, and the final evaluation report. For the latter, a qualitative evidence annex is requested. - Support the Team Leader in preparing reports and presentations for USAID and the Implementing Partner.
