Experience : 7-10 years Panagora Group provides monitoring and evaluation services in the international development industry and currently implements the USAID/Colombia Monitoring, Evaluation and Learning (MEL) activity. The MEL activity provides technical and advisory services to USAID in the following components: (1) Monitoring; (2) Performance and Impact Assessments; (3) Research, Assessments, and Data Analysis; (4) Geographic Information Services (GIS) and (5) Collaboration, Learning, and Adaptation tasks (CLA). The MEL Activity will conduct a mid-term performance evaluation of the Responsive Governance (RG) Activity. This mid-term performance evaluation aims to assess the achievements of the RG interventions, deliverables, and outcomes according to the work plans (year one and two) and theory of change and to what extent they are relevant based on the current national and local contexts. **Responsibilities**: - Lead the planning of each evaluation stage, including a detailed list of activities, inputs needed, and a detailed schedule. - Oversee the methodological design of the evaluation. - Guide and coordinate the primary and secondary data collection. This includes sending Derechos de Petición and coordinating the qualitative and quantitative data collection with the selected firm and MEL Activity. - Coordinate the deliverables and reporting, including the data, reports, and presentations.
