A part of DOL's mission is to safeguard dignity at work, both at home and abroad - by strengthening global labor standards, enforcing labor commitments among trading partners, promoting racial and gender equity, and combating international child labor, forced labor and human trafficking. Dexis Consulting Group has been subcontracted to support four a performance evaluations of DOL-funded labor rights projects being implemented in Colombia and Ecuador. The performance evaluations will use remote and in-person mixed methods data collection to synthesize and disseminate thematic analyses on emerging best practices and lessons learned for improving future programming and implementation. Dexis is currently seeking a consultant or entity to provide the services of a Local Evaluation Expert for the Colombia and Ecuador labor rights program evaluation to support a team consisting of a Lead Evaluator and Local Coordinator in Ecuador. **Scope of Work**: The Local Evaluation Expert for Colombia and Ecuador will leverage evaluation, sectoral, and regional experience to provide technical input at all stages of the evaluation design, implementation, analysis, and report writing for the evaluation. The purpose of the evaluation is to assess achievement of objectives and effectiveness of implementation and management. The findings will be used to make and make targeted, action-oriented recommendations to enhance learning and inform adaptation and decision-making in order to improve the performance, sustainability, and relevance of future projects. Data collection will be conducted in both Colombia and Ecuador. Under the direction of the Lead Evaluator and in consultation with the client, the Dexis Technical Representative, and the SLA, the Local Evaluation Expert for Colombia and Ecuador will: - Participate in weekly check ins with the client and Dexis, and meetings with DOL (as needed). - Review background documents for desk review to inform Terms of Reference (TOR). - Support the drafting of the TOR, including draft data collection instruments, itinerary (pending conditions), and list of stakeholders. - Provide input to field site selection and mobilization plan (pending conditions). - Support Lead Evaluator to revise the TOR, data collection instruments, field itinerary (pending conditions), and lists of stakeholders, according to DOL, client, and Dexis feedback. - Support Ecuador Local Coordinator and manage Colombia logistics, coordinating with the Lead Evaluator to develop the tracking and management tools for data and consultation scheduling. - Work closely with the Lead Evaluator and Ecuador Local Coordinator to coordinate and schedule initial meetings for this evaluation and finalize a field itinerary (pending conditions). - Lead the logístical management of Colombia field data collection and collaborate with Ecuador Local Coordinator to manage Ecuador logístical management, including maintaining compliance with federal travel regulations and Dexis policies (pending conditions). - Lead field data collection, including conducting data quality checks on collated field data. - Report all aspects of the data collection process in accordance with the TOR to the Lead Evaluator, including remote and in-person data collection through surveys, key informant interviews (KIIs), and focus groups discussion (FGDs). - Support Lead Evaluator and Senior Data Analyst (Integra) in translating, summarizing, and analyzing data, identifying contextual and emerging trends, and drafting findings. - Support the drafting of the Evaluation Report. - Provide inputs to support Lead Evaluator in responding to feedback from Integra, Dexis, and DOL to finalize Evaluation Report, including final infographic summary. - Maintain regular communication with the Dexis PMU regarding overall scope progress, submission and approval of deliverables, fieldwork logistics, and requests from client and DOL. **Deliverables**: - Background document desk review inputs - Inputs to draft TOR, data collecti
