The Need For over 25 years, IJM has pioneered thework to protect vulnerable people from violence. 9 out of 9 timesin the last decade, IJM’s Justice System Strengthening Projectshave reduced slavery and violence between 50 and 85% for very largepopulations of people in poverty. As we grow to expand our impactto protect 500 million people from violence, we are seeking an Associate Director on Justice System Strengthening for our CountryOffice in Colombia. The Associate Director of Justice SystemStrengthening serves as the foremost subject-matter expert on Criminal Justice and Rule of Law. Consequently, this expert willsubstantially contribute to the strategic and programmaticdevelopment and implementation of the IJM Colombia project. Underthe Country Director’s supervision and in close cooperation withother team members, this Associate Director is responsible forinteracting with Government and Non-Government actors, includinghigh and mid-ranking Justice System Officials, in order to achievethat the Colombian justice institutions are more efficient andeffective in the investigation, prosecution and punishment ofcrimes especially those related with violence against women andchildren. This position is based in Bogotá, Colombia and reports tothe Country Director. It is only available for candidates with theright to work in Colombia. Responsibilities - Provide strategicguidance on capacity-building measures to strengthen the ColombianJustice System to investigate, prosecute and punish criminals,especially those involved in violence against women and children; -Identify opportunities to support the Colombian Justice Systemcapacity-building by providing training, mentoring, and advice; -Identify opportunities to mobilize and empower communities andcivil society to drive the strengthening of the justice systemthrough sustainable and measurable results; - Provide technicalguidance to support the development of legislative, policy, andsystemic solutions that achieve a high level of impact on theperformance and functioning of key Colombian justice institutions; - Support the identification and development of partnerships withkey actors at the national and local levels on Criminal JusticeProcess and Rule of Law issues; - Participate in inter-agencyworking groups and initiatives to promote the Rule of Law andincrease equal access to justice for all; - Serve as liaison withnational and local government counterparts and stakeholders; -Advise the Country Director on potential opportunities to activatestakeholders, partners, and relevant actors; - Support theimplementation of the Colombian Project at the local level,offering strategic guidance to create capacities to protectcommunities; and - Oversee the implementation of M&E; processesin their component. Requirements: - Master’s degree in CriminalLaw, Justice or related field; - Bachelor's degree in Law or Bachelor’s degree or related field; - At least 10 years ofprogressive experience working on access to justice, judicialreform and/or strengthening the rule of law; - At least 5 years ofprogressive experience working in organizational development,implementation of projects and/or capacity building in the justicesector; - Experience working effectively cross-culturally; -Knowledge and experience in inter-institutional coordinationprocesses in the justice sector; and - Fully fluent in Spanish andproficient in English, both written and spoken; Critical Qualities: - Strategic, analytical and critical thinking skills; - Teamworkand team management; - Ability to advise high-level officials; -Good project development and implementation skills; - Demonstratedgender awareness and sensitivity, and an ability to integrate agender perspective into tasks and activities; - Passion for IJM’smission; - Results Oriented; - Excellent communication andinterpersonal skills; - Strong interpersonal skills and emotionalintelligence; - Mature, professional leader; - Ability to work in ateam and to establish and maintain effective working relationshipswith people of different national and cultural background; and -Unfailing integrity and honesty.
