The humanitarian crisis in Venezuela continues to intensify. Venezuelans face hyperinflation, which puts them out of reach of basic goods and services, including health care and food. A shortage of medical supplies means that it is difficult to diagnose and treat communicable diseases and sexual and reproductive health needs, among other services. The lack of food has resulted in hunger and malnutrition. Nowadays, over 7.1 million Venezuelans left to seek goods and services in primarily neighboring countries. The IRC has responded to the crisis by supporting Venezuelans who cross the arc of the migration pattern, including Venezuela, Colombia, Ecuador, and Peru. In Colombia, the IRC works in the areas of health, protection, education, and economic recovery in Norte de Santander, Cundinamarca, Antioquia, Nariño, and Valle del Cauca. In these regions, the IRC is dedicated to strengthen the capacity of local partners to provide access to high-quality humanitarian assistance. **JOB OVERVIEW**: Based in Bogotá, with occasional travel to IRC´s Field Offices in Colombia, the Partnership Manager (PM) will work in the Grants & Partnerships unit to feed into the strategic objective of working with partners. The PM will support IRC in overseeing the management and key risk control elements of IRC's sub-awards portfolio, to ensure high-quality partnerships and compliance that deliver timely and effective assistance. Reporting to the Partnership Coordinator for VCR, the PM will oversee all steps in the sub-award management lifecycle and is a key contributor to overall project cycle management. **Responsibilities**: - Partnership Agreement Management: - Support the management of pre-award responsibilities including partner identification, partner vetting and pre-award assessments in line with IRC’s Partnership Management System (PEERS) requirements. - Lead the project design phase by developing and consolidating information from partners on their narrative and budget proposals. - Deliver inputs after internal review of the partners project proposals to ensure compliance under the guidance of the Partnership Coordinator. - Ensure and follow up on partnership agreement approvals with coordination with all internal relevant units and compliance unit in HQ. **Sub-Award Management**: - Maintain accurate and up to date records for all sub-awards portfolio. - Support the implementation of the PEERS across all units in the pre-award and post-award phases. The sub-award management includes contracting tool selection, finalized sub-award agreements package, sub-award review through OTIS, subsequent sub-award amendments, and help ensure specific donor requirements are captured in sub-award agreements. - Coordinate Project Cycle Meetings for partners to ensure sub-award agreement terms and conditions are well understood and carried out. - Achieve timely funds transfers and proper financial follow up and support for partners. - Ensure both programmatic and compliance monitoring visits happened in coordination with responsible program coordinators. - Provide key monitoring information, learnings, and updates on partners. Keep effective communication in a timely and professional manner to appropriate stakeholders. **Partner Support and Capacity Sharing**: - Collaborate with other IRC departments (Supply Chain, Finance, HR, and Programs) to support the partner and identify opportunities for IRC to support partner capacity strengthening efforts. - Guide IRC’s role in the delivery of capacity strengthening plans for partners in close coordination with the Partnership Coordinator. - Take forward initiatives to enhance local partnerships. In consultation with senior management and program staff, support further development of local partner capacity development, approaches and processes. - Provide training and capacity building to partners and IRC staff on PEERS implementation and donor rules and regulations where relevant. **Promote Effective Partnerships**: Implement best practices and clear roles and responsibilities for: systematic partner feedback on IRC's management of the partnership relationship, as well as appropriate action in response to the feedback; partner engagement i
