Job Description: * DUTIES AND **RESPONSIBILITIES** - The advisor will assess, plan and implement improvements to Colombian Anti-Narcotics Police (DIRAN) intelligence and investigative capabilities in support of DIRAN and INL Interdiction goals. Advisor will make recommendations to improve or develop intelligence and investigative capabilities to include: an effective and timely intelligence cycle, budget, organizational structure, human resources, internal affairs/counter - intelligence, investigations training, training on the use of legal tools and their employ against Narcotics Trafficking and Criminal Organizations, collection management, criminal forensics, imagery and geospatial analysis (FLIR, mapping imagery, cartography, and geographic information systems), development of strategic and operational priority intelligence requirements (PIR), assessment and strengthening of DIRAN’s investigative protocols, informant recruitment and management, wire-room operations, all-source analysis, technological innovation (Intelligence Surveillance and Reconnaissance (ISR), Signals Intelligence (SIGINT), geolocation devices, electronic media exploitation, analytical/database/reporting software, Information Technology (IT), and secure communications), integration with Police Intelligence Directorate (DIPOL), and with the Criminal Investigations Directorate (DIJIN), as well as other Colombian intelligence and law enforcement directorates as appropriate. Meeting these goals will require regular travel around Colombia to regional police commands, and functional commands for DIRAN, DIJIN, and DIPOL. Advisor will stay abreast of the latest “best practices” of Colombian and US intelligence communities by participating in local and international courses and conferences. Overall goal is to ensure DIRAN Intel Group and criminal investigations unit can develop sustainable, timely, operational or “actionable” intelligence against Colombian drug production and organized crime networks in order to maximize successful prosecution of perpetrators and interdiction of cocaine, heroin, HCl laboratories, indispensable precursor chemicals, and drug related assets such as illicit maritime conveyances, bulk cash, and high value drug trafficker property. - Improve capabilities and organization of field units, focusing on effective development of “actionable” intelligence. Travel to regional police commands, 21 Anti-Narcotics Intelligence Units (UBIAs), 15 basic SIGINT units to assess, plan and implement improvements to DIRAN intelligence capabilities in support of DIRAN and INL Interdiction goals. Emphasis will be on operational or “actionable” intelligence against drug production networks via informant recruitment and management, all-source analysis, technological innovation to interdict cocaine, heroin, HCl laboratories, indispensable precursor chemicals, and drug related assets such as illicit maritime or conveyance, bulk cash, and high value drug trafficker property. - Improve central (DIRAN HQ) intelligence and investigative capabilities and organization; integrate with DIPOL and other intelligence agencies and DIJIN and other investigation agencies. Maintain primary office in DIRAN HQ Intelligence Group and judicial investigations unit, and regular liaison and secondary office with DIPOL to assess, plan and implement improvements to DIRAN intelligence capabilities in support of DIRAN and INL Interdiction goals. Advisor will make recommendations to improve or develop intelligence capabilities to include: an effective and timely intelligence cycle, budget, organizational structure, human resources, internal affairs/counter-intelligence, training, collection management, imagery and geospatial exploitation/analysis (FLIR, mapping imagery, cartography, and geographic information systems) and development of strategic and operational priority intelligence requirements (PIR). Make recommendations for supporting the counter - narcotics directorate’s efforts to improve investigations, criminal case management, and field forensics capabilities. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** - Undergraduate university education (graduate level a plus), police professional development, coursework in administration and leadership, intelligence and criminal investigation coursework, training in US intelligence analysis and operational planning. **LANGUAGE **LEVEL**: - Spanish: Level 4 - Fluent - English: Level 2 **EXPERIENCE**: - Minimum of 15 years of experience with Colombian intelligence and law enforcement activities. Experience working with US intelligence or law enforcement agencies preferred. **KNOWLEDGE** OF: * - In depth knowledge of the intelligence cycle (planning/direction/requirements, collection, processing/exploitation, analysis/production, dissemination, feedback) and investigation principles and procedures, strong contacts in intelligence community, creative problem solving, strong lead
