Job Description: * DUTIES AND **RESPONSIBILITIES** - Receive operational input from Eradication Operations Coordinators in the field and troubleshoot issues impeding mission completion. Review operational, maintenance, and logístical reports and trends with the goal of increasing the percentage of successfully executed missions and the amount of illicit crops eradicated. - Take lead in assisting the CNP, in coordination with the Eradication Operations Technicians in the field, in building and updating the annual spray plan. The Coordinator will update the ARAVI Eradication Advisor, the Senior Aviation Advisor and the Police Aviation Division Chief on the status and any changes with the plan. - Manage the Eradication Operations Coordinators rotational schedules to ensure the continued coverage of Eradication Operations Technicians in the FOLs. - While backfilling Eradication Operations Coordinators, reside at FOLs providing CNP operational technical advice and support for Aerial Eradication. - Assess and evaluate the effectiveness of Colombian National Police (CNP) aerial eradication operations for the INL-Bogota Aviation (ARAVI) section’s aerial eradication support program to the CNP. - This includes, but is not limited to, reviewing and recommending improvements to published directives, reviewing CNP flight operations procedures, and monitoring contractor pilot proficiency. Submits daily written evaluations of the operation’s activities and provides comprehensive input to the Aerial Eradication Advisor regarding CNP activities related to achieving GOC eradication goals. - Assist the Aerial Eradication Advisor in providing advice about the direction and coordination of aircraft and personnel deployments within Colombia for the purpose of aerial eradication. - Assists the Aerial Eradication Advisor to develop, coordinate, organize, and implement comprehensive procedures in support of aerial eradication operations. - Provide operational advice and guidance regarding host nation aviation operations activities and personnel for the purpose of illegal narcotics crops reduction. This activity includes planning and coordination with host nation law enforcement agencies. - Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the counter-narcotics mission. - Coordinate facilities support through INL and/or host nation. - Observe and advise the CNP on issues with work environment health and safety matters, hazardous material management, ground safety, safety equipment, and operational safety procedures. - Report all operational planning, coordination, results, and situations that affect aerial eradication to the Aerial Eradication Advisor. - Will act as INL ARAVI Eradication Program liaison with the CNP as required. This responsibility may require being physically located with the CNP in their offices. In the role of liaison with the CNP, the coordinator will act as the primary conduit for channeling inquiries, arranging meetings, passing on informal requests, alerting both parties of possible upcoming changes in plans, attending CNP internal/opportune meetings and providing written reports periodically to INL ARAVI. **Job Requirements**: **MINIMUM **QUALIFICATIONS** **EDUCATION** Bachelor’s Degree in Military Administration, Police Administration or in an aviation related field, from an accredited institution. **LANGUAGE **LEVEL** - Spanish: Level 4 = Fluent in Speaking/Reading/Writing/Listening - English: Level 2 = Basic Knowledge required in Speaking/Reading/Writing/Listening **EXPERIENCE** - Minimum 10 years’ experience working in military/police or federal government related aviation operations required. - Minimum 1,500 hours total flight time in fixed/rotary aircraft required. - Minimum 10 years’ experience working with federal and state agencies, and/or foreign governments on joint aviation programs required. - Minimum 5 years’ experience working in anti-narcotics programs required. **PREFERED **EXPERIENCE** - Previous experience as Operations Coordinator (OPSCO) and or as an Operations Manager in a counter narcotics program in Colombia. - Former CNP anti-narcotics pilot. - Previous experience in overseeing or managing maintenance/logistics programs. **KNOWLEDGE** OF* - Strong knowledge of military aviation regulations required. Standard knowledge of aviation regulations preferred. **SKILLS **IN** - Proficiency with MS Office suite, and satellite and radio communications equipment and operations required. - Skill in drafting and presenting MS PowerPoint briefings in the Spanish language required. **ABILITY **TO** - Understand and follow oral and written instructions in the Spanish or English language. - Interpersonal communications abilities. - Work cooperatively with other US Government and Colombian employees. - Productively work with little or no supervision. - Work safely without presenting a direct threat to self or others. **PHYSICAL DEMA
